Mr. Mullin has assembled a good article that is timely given current trends in African countries and the fact governments are changing. Public/private/Partnerships are taking hold as the preferred route to raise finance for the required investment. Just examine the litany of new investment fund listed by Mt Mullins. Most have some eement of public institution participation - be it World Bank institutions, US Government or European governments. In the meantime, CHina is busy establishing food security-and is investing apace.

The author notes that "The fact that more than 13 million Ethiopians need food aid at the same time as the Ethiopian government is offering around 3m hectares of its most fertile land for the production of food for export is perverse. African governments need to raise their level of accountability and ensure at the very least that they improve and protect their own food security through quid pro quo side-agreements negotiated when they lease or sell their arable land to foreign interests; agreements that offer them a share of production intended for export for their own consumption."

How is this to happen? I have virtually no faith in the foreign investors and developers taking the enlightened path, and the same for African government officials who are signing off on the deals. The Economist has called this the "new Colonialism" in Africa. Why should we think otherwise?
