Bad agricultural practices, overpopulation and incompetent government, aggravated by growing climate instability, are its causes.
Migration and relocation can mitigate it. The question is will it be orderly or disorderly, particularly when it crosses Africa&#039;s permeable borders.
Sad to say, on past experience it will be the latter as there is no longer any effective regional governance.</description>
