I think Chavez somewhat acwknowledges the need to revamp Venezuela Oil production. Anothrt Big problem is that almost 20.000 employees ,well trained and successful were fired in 2003 wont come back and new grads are fleeing to other countries leaving Venezuela with few capable hands
