Northeast can&#039;t be permitted to become responsible for power for more people unless &amp; until they present a workable plan for communicating and delivering on both &quot;rescue event&quot; fixes AND responsible routine system service. That plan HAS to include provision for &quot;incentives&quot; (let&#039;s start with jail time, shall we? ;-) )which ensure it is taken as their highest priority and carried out fully.
