It mostly talks about past issues. The article doesn't really apply to current times. The requirements for business loans are no tougher now than 15 years ago. In fact, for minorities and women, they are a lot easier. A more appropriate article would have been on the current business model of large businesses to try and crush all small businesses that might compete with them. Financing a small business or getting loans is getting easier and easier. That is not the problem. The business problem in the US is anarchistic capitalism.
