The requirements for business loans are no tougher now than 15 years ago. In fact, for minorities and women, they are a lot easier.
A more appropriate article would have been on the current business model of large businesses to try and crush all small businesses that might compete with them.
Financing a small business or getting loans is getting easier and easier. That is not the problem. 
The business problem in the US is anarchistic capitalism.</description>
