It's a reasonable interpretation of what the PR person wrote that the excerpts, not just the links, are available for inclusion in the blog post. In any event, any quotation of copyrighted material is subject to the "fair use" principle; I'm not sure how long the excerpts were, or how long the book itself is, but unless the excerpts were really extensive, fair use is likely to apply.
