		<description>Regulating the small guys is in essense pushing them out of business, the massive paperwork leaves them with no time to do their job &amp; analyze the investment markets.  They are not the problem anyway.  It wasn&#039;t the small guys that drove these investment bubbles.  Who will regulate the Merril Lynch&#039;s and Bank of America&#039;s?</description>
