FIFA unable to shake off Qatar controversy

qatar-2007-220.jpgHowever, recent comments by Sheikh Hamad Khalifa al-Thani, the country’s soccer president and head of state, suggest Qatar is confident FIFA’s decision will not be overturned.

In your analysis the head of the Qatari football federation has been also labeled the head of the state — The Emir.  Both have the same name, but they are different people.
