The “collateral deaths” of civilians will continue WHETHER OR NOT the army is back in their barracks.

The army is not the sole source of &quot;collateral deaths&quot;. To bring collateral deaths of civilians to zero (with regards to the &quot;drug war&quot;), the &quot;war&quot; will need to end. 

It doesn&#039;t matter who is enforcing the prohibitionist laws, whether the army, federal, state or local police, civilians will always be caught in the crossfire because they cannot be 100% distinguished from the narcos and mistakes always happen.</description>
