Berlin Wall went down with a party — rather than a bang

One of the most amazing aspects about the Berlin Wall’s sudden collapse 20 years ago was that no one lost their nerve. Not a single shot was fired. The Cold War ended with the biggest street party Berlin, or any city anywhere, has ever seen. 

Who would have thought that’s how the Berlin Wall would go out? Berlin’s long division was the result of World War Two. The Wall was the focal point of the Cold War — Soviet and American tanks faced off almost barrel-to-barrel at Checkpoint Charlie. Not surprisingly, many people thought that the stalemate would only be changed by another war. But instead on Nov. 9, 1989 there was no bang, no blood. Just a lot of celebrating. And a lot of tears.

That’s for me probably the most fascinating thing about the sudden implosion of the Communist East German regime — it went out so peacefully. And that’s one of the themes that has been touched upon in the myriad of German media accounts in recent weeks ahead of the 20th anniversary of the Wall’s fall on Nov. 9.

It’s also an issue that’s been explored by Reuters correspondents in Berlin past and present — in a series of  stories that you can read on this special page 

The collapse of the Wall was for Reuters a special occasion — not only because it was both the first to report the news to the world that the Wall had fallen but also because it was the first to report it was being built 28 years earlier, as my German language service colleague Volker Warkentin notes in his illumating story (click here) about the famous press conference on Nov. 9, 1989 that led to the Wall bursting open in the hours that followed.

Guenter Schabowski, a Politburo member, had inadverently announced at the very end of that otherwise dull hour-long news conference that East Germans would be allowed to travel directly to the West from now on.  Schabowski was asked when the new rules took effect and stammered: “That comes into effect…according to my information…. immediately, without delay,” he said, shuffling through the papers spread in front of him as he sought in vain for more information. It later emerged the announcement was not supposed to be released until 4 a.m. the next morning and it was supposed to include instructions for an orderly process of applying for visas first — not the mad dash to the border that he caused.

Tom Heneghan, the bureau chief for Germany at the time, was in East Berlin writing many of the stories on that famous evening when the Wall burst open. But as the American journalist notes in his intriguing story  (click here) there was so much going on that many of the details of the action only came to be known later.  “What we only found out much later was that Schabowski silently asked himself: ‘I wonder if this has been cleared with the Soviets.’ He didn’t know!”, Heneghan writes. “Later that evening, as the world’s eyes zeroed in on the partying at the Wall, East Germany’s communist leader Egon Krenz was pacing the long corridors of the Central Committee headquarters alone mumbling ‘What should I do now?’  What a gem that would have been in our story that night.”

Douglas Hamilton, who came to Berlin from Paris to reinforce the bureau, was out on the streets on that night and describes the scene here. Paul Taylor, who later came to Berlin from Jerusalem, steps back here to look at Germany’s relations neighbours then and now. Ralph Boulton, who worked for many years in East Berlin for Reuters, recalls some of his experiences here in this post.

Fabrizio Bensch, who was in his last year of high school in West Berlin, grabbed his camera and went to Checkpoint Charlie when he heard on the news the Wall was opening. But it took another hour or so before the first East Germans came through. ”It changed my life,” said Bensch, who decided on that night he wanted to be a photojournalist. Here’s his story.

Perhaps the most moving story is Peter Jebautzke’s. He grew up in East Germany and always dreamed of climbing in the Alps. But the Berlin Wall (3.5 metres high) kept him away from the 4,000 metre high peaks — until Nov. 9. Here’s what Jebautzke did when the Wall finally opened. 

There are many theories about what led to the Wall’s opening in 1989 — my personal favourite story is that Bruce Springsteen may have helped let the genie out of the bottle a year earlier when he held a concert in front of 160,000 people in East Berlin and said: “I came here to play rock ‘n’ roll for you East Berliners in the hope that one day all the barriers will be torn down.”

But colleagues currently working in Berlin have also weighed in with interesting examinations of what’s going on now, 20 years later.  Paul Carrel writes that the economy in formerly Communist East Germany has recovered in the last two decades in this story even if it’s not quite the “flourishing landscapes” everywhere that then-Chancellor Helmut Kohl had promised.

And Madeline Chambers shows that thousands of former workers at the loathed Stasi security police still have no remorse for the repressive regime they so ruthlessly kept in power. Here’s her story.

The German media have also had a lot of great stories. The ARD network had a fascinating documentary “Schabowskis Zettel” (Schabowski’s note) that ends with the head of the border guards at the first crossing point to open the Wall, Harald Jaeger, getting home early in the morning of Nov. 10 and telling his wife: “Honey, I just opened the Wall last night.” And then she said: “Erzaehl nicht so dummes Zeug” (Don’t come in here with rubbish like that).

The Russians are coming — Caribbean Crisis redux?

Russia is sending a heavily armed nuclear-powered cruiser and other ships, aircraft and troops for a joint naval exercise with Venezuela, its first big manoeuvres in the United States’ self-declared backyard since the end of the Cold War.

It is extremely unlikely the deployment will provoke a crisis as dangerous and dramatic as 1962, but it is still an irritant to Washington.

Venezuela under President Hugo Chavez has replaced Fidel Castro’s Cuba as its chief bugbear in Latin America.

Spouting anti-imperialist rhetoric, Chavez has led a socialist revolution aimed at countering a century of U.S. influence — some might say meddling — in the region. He counts as allies leaders such as Bolivia’s Evo Morales as well as many poor people. 

He has backed up his actions with largesse from Venezuela’s oil wealth. Ironically, a lot of those dollars come from the United States. Venezuela is its fifth-largest oil supplier, a trade relationship which has hobbled Washington’s reactions to Chavez’s adventures.

Venezuela has already bought fighter jets, submarines and guns from Russia. And add to the equation Venezuela’s burgeoning friendship with Iran, another bete noire for the Americans.

The naval exercises with Russia will not be as easy for Washington to brush off as the name-calling.

Relations between Washington and Moscow are tense because of Russia’s intervention in Georgia in August. The Kremlin was angered by the United States’ sending a naval flotilla to the Black Sea to show support for Georgia.

Russian President Dmitry Medvedev even asked how Washington would feel if Russian sent aid vessels to the Caribbean.

During the Cold War, Russian had a substantial military presence in Cuba and was involved behind the scenes in the Central American wars of the 1980s. With the Soviet Union’s collapse, all that ended.

But Russian officials have made it clear recently that Moscow is ready to play a role on the world stage again.

Meanwhile the United States’ Fourth Fleet this year began patrolling Latin American waters for the first time in 50 years, a move that Chavez denounced but that has also concerned moderate countries such as Brazil.

The Venezuela-Russia exercises are due to take place days after the U.S. presidential election - an event that will complicate any response from Washington and at the same time divert world attention.

What’s next in the Russia-West crisis over Georgia?

Western leaders responded with harsh words. U.S. President George W. Bush said it increased world tensions and Britain called for “the widest possible coalition against Russian aggression in Georgia,” where the two regions lie. 

But what can the West do to punish Russia or discourage it from any similar acts in the future? 

Military action has never been a realistic option since Russia sent tanks and troops to halt Georgia’s assault on South Ossetia. United Nations sanctions are also out of the question because Russia ihas the right of veto on the U.N. Security Council.

Major powers are also reluctant to do anything that might encourage Moscow to withdraw its help with U.N. sanctions against Iran over its nuclear programme and transit support for NATO forces in Afghanistan. 

Retaliation could involve Russian membership of the big international clubs: excluding Russia from the Group of Eight (G8) top industrial democracies or blocking its bid to join the World Trade Organization (WTO).

REUTERS/Adrees LatifBut any action will be carried out with the nagging thought at the back of Western leaders’ minds - Moscow is no longer the economic basket-case of Soviet times and, riding a tide of petrodollars from soaring oil prices, western Europe depends on Russian oil and gas.

Russian leaders have signalled they are not troubled by the Western reaction, partly because the Kremlin sees strong public support at home for its actions in Georgia and in the stand-off with the West, and partly because of the wealth it now has from its natural resources.

When NATO suspended activities with Russia, Moscow responded with a shrug of the shoulders, saying it was also freezing activities with the defence alliance. Moscow also plans to halt visits by senior NATO officials and joint military exercises with the alliance.

The European Union could, in theory, send in peacekeepers or break off talks with Russia over a wide-ranging strategic partnership, or even announce economic sanctions such as curbing existing trade arrangements. “Nothing scares us, including the prospect of a Cold War, but we don’t want it,” Medvedev said on Monday. “In this situation, everything depends on the position of our partners.”            

Does Russia have the upper hand? Perhaps. But despite the talk about a Cold War, there are also reasons to believe it is not about to start and that conflict can be contained.

Moscow’s confidence and strength rests largely on high prices for energy and other natural resources and it is still a far cry from the military force it was in Soviet times. Moscow also no longer controls large swathes of eastern and central Europe and no longer has the huge influence it once enjoyed in other parts of the world. The Kremlin is also likely to be concerned about investment flows into Russia, which ratings agency Fitch says could be affected by the rising tensions. 

Mikhail Kasyanov, a former Russian prime minister turned Kremlin opponent, was quoted by Interfax news agency as saying Moscow’s decision was “one more step towards the self-isolation of the Russian Federation from the international community.”

But Russian Foreign Minister Sergei Lavrov believes isolation is not looming for Russia: ”I don’t believe this should really be a doomsday scenario. I believe common sense should prevail.”

Cold War reheated as U.S. and Russia duke it out over Georgia

The temperature at the United Nations Security Council hasn’t been this high in years — and it’s not because the U.N. management raised the thermostat slightly to cut electricity costs. It’s due to the heated exchange of insults and accusations between Russia and the United States, which has reached a fever pitch reminiscent of the Cold War years.

U.S. Ambassador Zalmay Khalilzad accused Russia on Sunday of using the Georgian incursion into Georgia’s breakaway enclave of South Ossetia as an excuse for a massive military assault against its tiny pro-Western neighbor whose ultimate goal is “regime change” in Tbilisi. He also assailed Moscow for waging a “campaign of terror” against the civilian population of Georgia, a former Soviet republic.

Russia’s U.N. Ambassador Vitaly Churkin shot back that regime change is an “American invention” and suggested it was hypocritical of Washington to talk about attacks on civilians in light of what it has done in Iraq, Afghanistan and Serbia. Churkin said Russia is only trying to defend its peacekeepers and protect civilians from Georgian “ethnic cleansing” and “genocide” in South Ossetia, a small pro-Moscow province that threw off Tbilisi’s rule in the 1990s and has been managed by Russian troops since.

There’s a subtext to this dispute and it isn’t just the U.S. and European support for the declaration of independence of Kosovo, a former breakaway region of Serbia that seceded in February. Serbia and its ally Russia were both enraged by what they saw as an unjustified tearing away of a large chunk of Serbian territory in violation of international law. (Of course, the Georgian separatists in South Ossetia and Abkhazia — another Georgian breakaway region — took notice.)

Tensions between Russia and the United States have been simmering for a while.

When the United States announced it was planning to build a missile shield in Poland and the Czech Republic several years ago, then President Vladimir Putin was outraged. He dismissed U.S. statements that the shield was to guard against Iran, not Russia. In February 2007 at a security conference in Munich, Germany, Putin accused the United States of trying to create a “unipolar” world with Washington as its “one single master”. He made clear that Russia would not stand idly by while Washington tried to subjugate the planet. U.S. officials were taken aback at the force of Putin’s speech, which some said sounded like a declaration of a new Cold War.

Russia, richer than ever thanks to its massive oil and gas revenues, has made no attempt to hide its irritation at Washington’s staunch support for Georgia’s NATO aspirations. It views the expansion of NATO towards its borders as an encroachment on its sphere of influence.

Is it possible that when Georgian President Mikheil Saakashvili decided to go into South Ossetia and try to put it back under Tbilisi’s control, he gave Russian leaders a golden opportunity to severely punish Georgia’s pro-Western leadership and show the world that Russia is no longer the weak, economically devastated nation it was in the 1990s?

Perhaps the message is — Russia is back, it’s powerful and it won’t tolerate anyone messing around in its backyard.

Russia’s Cold War anger over U.S. shield: misjudged?

Russia’s angry response to an accord between Washington and Prague on building part of a U.S. missile defence shield in the Czech Republic is reminiscent of the rhetoric of the Cold War. Although Russian President Dmitry Medvedev says Moscow still wants talks on the missile shield, his Foreign Ministry has threatened a “military-technical” response if the shield is deployed.

That phrase could have come straight out of the Soviet lexicon and seems more at home in the second half of the last century than now. Russian military analyst Pavel Felgenhauer called it psychological pressure to try to encourage opposition to the missile system among Europeans, and described it as “the same sort that was used in the 1980s by the Soviet Union when the United States deployed cruise missiles in Europe.”

We are, of course, a long way from the tensions of the Cold War. But the dispute is reminiscent of the war of words between the Soviet Union and the United States in the 1980s over another missile defence system — the Strategic Defence Initiative proposed by Ronald Reagan. His dream of a partly space-based missile system, otherwise known as Star Wars after George Lucas’ 1977 film, never became a reality but the row over it plagued Soviet-U.S. relations for years.

The disagreement over the missile defence system that George W. Bush now wants to be partly based in Europe risks having a similar impact on U.S.-Russian relations. Perhaps fittingly, it has been referred to as Son of Star Wars.

I was a correspondent in Moscow in the 1980s when the dispute over Star Wars was at its height. The disagreements were clear. Reagan wanted to deploy a multi-billion-dollar land- and space-based shield to shoot down incoming missiles. Soviet leader Mikhail Gorbachev said the programme would disrupt the nuclear balance and fuel an arms race in space, and expressed  hope that Europe would not become “a testing-ground for the Pentagon’s doctrines of a limited nuclear war”. 

The disagreement led to the collapse of a 1986 superpower summit in Iceland.

When I was back in Moscow in the 1990s, Bill Clinton and Boris Yeltsin were at loggerheads over U.S. plans for a Star Wars-style missile defence umbrella, even though Clinton had pulled the plug on Star Wars in 1993. Moscow said plans to develop the new missile defence system would violate the 1972 Anti-Ballistic Missile Treaty, an agreement Moscow saw as a cornerstone of global security.

Similar issues hung over Vladimir Putin’s presidency and now threaten to strike a severe blow to hopes of an improvement in U.S.-Russian ties at the very start of Medvedev’s presidency.

Washington says it needs a missile defence system based partly in Europe to provide protection against any attack on  European or U.S. targets by rogue states such as Iran, which tested new long- and medium-range missiles on Wednesday. Russia says the missiles could threaten its own defences and might become a bigger threat over time it if the system expanded.

In the 1980s, Moscow was worried about a project that would have based missiles outside the former Soviet-led Warsaw Pact. It is now concerned about a system that would be even closer to home. A radar tracker is to be placed on Czech soil and, if a deal is reached with Warsaw, 10 interceptor missiles could be installed in Poland. Both Poland and what was then Czechoslovakia were members of the Warsaw Pact.

If Poland does not reach an agreement with the United States, Lithuania has been suggested an alternative site for the interceptors. That would be an even less welcome prospect for Moscow because the Baltic state was part of the Soviet Union. Little surprise, then, that Medvedev took a firm line on the issue in comments he made at the group of Eight summit in Japan.

But Moscow could risk shooting itself in the foot by reverting to rhetoric that harks back to the Cold War. Michal Kaminski, an aide to Polish President Lech Kaczynski said on Wednesday Russia’s reaction was unacceptable. He said it showed Poland should “strengthen our alliance with the United States because beyond our eastern border there are politicians who use a language we thought had vanished many years ago, the language of might and imperial ambitions.”

New U.S. embassy: symbol of U.S.-German relations

The ferocity of the reaction in the German media to the fortress-like new U.S. embassy in Berlin, which former U.S. President George Bush will inaugurate on Friday, strikes me as a reflection of the strains in German-U.S. relations since 2003’s Iraq conflict.

It underlines just how long gone the days of the Cold War really are. Then, when Berlin was the front line in the Cold War, America was West Germany’s best friend and U.S. soldiers were welcome across the country.

Architectural crticis in Germany have slammed the boxy building with narrow windows as being reminiscent of Baghdad’s Green Zone.

The embassy is a picture of a country traumatised by 9/11 and by the consequences of globalisation, of a nation with such heavy armour that it can no longer see the world,” wrote conservative Frankfurter Allgemeine Zeitung earlier this year.

Other critics have been just as hostile, deriding it as a discount supermarket, a prison, a bunker and like Fort Knox.

Admittedly, the beige building — in the heart of the city next to the Brandenburg Gate and just metres from where the Berlin Wall used to stand — looks rather bland and the metal bollards emphasise the barrier between the embassy and Berlin’s residents and tourists. But it isn’t so different from U.S. embassies in other European capitals which have boosted security.

Germans who fondly remember former U.S. President John F. Kennedy declaring “Ich bin ein Berliner” in 1963 and former President Ronald Reagan calling on the Soviet Union’s Mikhail Gorbachev to “tear down this wall” in 1987 long for an improvement in trans-Atlantic relations.

U.S. officials hope the new building will show America’s “warmer, fuzzier” side, although whether either the embassy building or November’s U.S. election will herald a significant improvement in ties is another matter.

And as if the embassy, which cost about 80 million euros and only went ahead after a protracted and ugly public dispute with Berlin officials about how to make the embassy secure without moving two busy nearby streets 30 metres away, hasn’t courted enough controversy, Michael Reagan, son of the former president, was this week reported as saying Berlin should commemorate his father’s contribution to bringing down the Soviet Union and the Berlin Wall. The Cold War is over. There is a chill in German-U.S. relations.

French defence shakeup: more for less?

French defence It should all be music to the ears of top military brass in Brussels, Washington and at the United Nations, who have long been struggling to fill gaps in under-resourced peacekeeping missions from Africa to Afghanistan.

Although the total number of mission-fit French forces will fall to 30,000 from 50,000 under the plans, the idea is that they will be better equipped, more mobile and better able to respond to everything from terrorism to cyber-attacks.

That is what defence wonks mean when they talk about “transformation” of the world’s large but mostly lumbering standing armies built up during the Cold War.

Paris promises a win-win deal for NATO and the EU. Not only will it play a bigger role in the transatlantic alliance whose military structures it quit four decades ago, but it also sees scope for more pooling of Europe’s scarce defence resources.

Too good to be true? Perhaps.

Who gets priority if both NATO and the EU come knocking on France’s door for soldiers? Will the British agree to a French call for the EU to have its own military planning cell?

It is all very well for Sarkozy to revive an nine-year-old dream of the EU to have a 60,000-strong reaction force on call for crises around the world. But that came to nought the first time because nations didn’t cough up the troops — who is to say they will be any keener to do so this time around. Britain’s The Times newspaper has its doubts.
