Germany: a tale of two foreign ministers
“Self-confident”, “smart” and “rhetorically brilliant” – just some of the adjectives the media have lavished upon Germany’s favourite politician as he has covered thousands of miles traversing the globe on his country’s behalf since Chancellor Angela Merkel’s new centre-right administration took office late last month.
But Karl-Theodor zu Guttenberg is not in charge of foreign affairs — a position usually associated with voter popularity. He is defence minister.
Already nicknamed ”the other foreign minister“, the 37-year-old Guttenberg, a conservative former economy minister who cut his teeth on foreign policy, has won praise for his fluency in English, his directness and his ability to outshine more powerful counterparts on the international stage.
Watching the aristocratic AC/DC fan from the sidelines has been the new foreign minister, Guido Westerwelle, whom newspapers have mocked for adopting a cautious, defensive approach that critics say is more redolent of, well, a German defence minister.
In fact, Westerwelle, 47, has already travelled thousands of miles further than his predecessor Frank-Walter Steinmeier over the same period. By the time the first month in office has passed he will have journeyed to some 15 states, including Israel, Afghanistan and the United States. Steinmeier managed only 10 and did not get beyond Europe in that time, a Foreign Ministry spokesman said.
Germany might be the winner if its diplomatic duel helps it towards a more assertive foreign policy — something it has struggled to achieve in the long shadow of the Nazis.
But it could also find itself giving mixed messages to the outside world, to say nothing of potential tensions within the new coalition. Guttenberg belongs to the Bavarian CSU and Westerwelle heads the pro-business FDP — parties that have clashed on a range of policies in the past.
Fringe parties abound but have little chance in German election
Strangers to electoral office and with little experience in government, 23 parties outside the political mainstream are aiming to gain ground in Germany’s federal election this month, and their success or failure may give a taste of what’s to come in a country whose two main parties are losing appeal. Some analysts say that without reform, the number and importance of smaller parties will rise and make the country’s coalition system of government unmanageable – a harrowing reminder of the chaos of the Weimar years that made Hitler’s rise possible. At the moment the small parties are polling at around 5 percent, compared to the last election when they won 4 percent. But none alone is even close to clearing the 5 percent hurdle to access parliament.
Most of the micro-parties are based on single issues, some focusing on things like pensioners rights or animal protection. A smattering of religious parties are calling for stronger Christian values, and far-left groups urge different visions of proletarian revolution and state economic control. The computer-geek founded Pirate Party, which is also the fastest growing party in Germany, wants to legalise free downloads.
While the strongest of the obscure – the far-right German People’s Union (DVU) and the German National Party (NPD) already have a handful of representatives in state-level government, the others do not. None of them of course stand a chance against bigger rivals like the centre-right CDU/CSU, the free-marketeering FDP, the centre left SPD, or even the environmental Greens or far-left Left Party. But some are attracting younger voters, including those born after the fall of the Berlin Wall who increasingly reject the mainstream parties.

Expenses: They order this matter differently in Sweden
A scandal about expenses claimed by British members of parliament has damaged the already low standing of British politicians and helped Prime Minister Gordon Brown’s Labour Party to its worst opinion poll showing since polling began.
The MPs argue that what they are doing is within the rules – correct, but missing the point that it is out of line with public sentiment especially at a time of national belt-tightening.
While some of the claims run into thousands of pounds for mortgage interest or home decoration, others are for trivial sums for items like dogfood or, bizarrely, a tampon claimed by a male MP. Hardly the stuff of kleptocracy.
But in some countries elected officials face savage retribution if their expense claims do not meet public standards.
Take Sweden. A prosperous, egalitarian country ranked joint 1st (with Denmark and New Zealand) out of 180 countries in Transparency International’s annual survey of corruption. Under constitutionally protected freedom of information rules, even everyone’s tax returns are in the public domain.
Elected in 1982 to Sweden’s parliament for the Social Democrats as the country’s youngest MP, Mona Sahlin rose quickly through the ministerial ranks. When in 1995 Prime Minister Ingvar Carlsson announced his intention to resign, she was the sole candidate to replace him.
Now talk about following the rule of the law. Frankly I am very disappointed with Gordon Brown’s governing skills. Scandal after scandals. The problem is the alternative is no more palatable than the current government. Sad decline of British Politics.
Everybody’s doing it
Few politicians so far are calling for protectionism.
Among economic and diplomatic policy-makers, openly advocating protectionism is about as socially acceptable as promoting child pornography.
So how to explain the slew of tariff hikes, export subsidies, non-tariff barriers, stimulus packages and bailouts — highlighted in a report at the World Trade Organisation – which all have the effect of slowing imports, boosting exports and generally promoting jobs at home at the expense of competitors?
The answer: they are not protectionist. Everybody says so.
New subsidies for French carmakers? Not a whiff of protectionism, says French Economy Minister Christine Lagarde. It’s all about research and development.
Export subsidies resumed for EU dairy produce? Not protectionism, says EU Trade Commissioner Catherine Ashton. It’s just a technical measure triggered by market prices.
A foreign policy tell-all from Rice?
NEW YORK - When her eight years in the Bush administration end on Jan. 20, U.S. Secretary of State Condoleezza Rice plans to write a book about U.S. foreign policy.
Asked in a Reuters interview on Friday if it would be a tell-all memoir and reveal secret meetings in the build-up to the Iraq war, Rice replied: “Tell-all? What’s a tell-all?”
The former Stanford University academic said it would look at America post-Sept. 11, 2001, and how those attacks shaped security issues worldwide.
Rice plans to sprint to the finish in her last months as secretary of state, tackling North Korea and Iran’s nuclear programs and trying to get an Israeli-Palestinian peace deal.
“There are still quite a few accounts out there that deserve my attention and need my attention and I have to go worry about a couple of them now,” she said, ending the interview.
Becki, I am sure that you comment actually meant to read that Condolezza is a buck passing lap dog with no morals and no problem screwing over whoever she is told to.
For someone of principle who has earned it the hard way and had the balls to leave to resign when he disagreed with policy see Colin Powell. Racism in his line of work i.e. the army also meant severe physical as well as meantal agression for the recipient, not just some sad verbal whiplash from the handbag wielding fraternity of society.
