		<description>Local people, local businesses and local governments can have their interests and goals facilitated by appropriate Federal programs.  One size need not fit all but the opprtunities to bring local goals to fruition can be facilitated by carefully crafted Federal programs (not mandates).  The opportunity to grow our employment base during these difficult economic times, to better prepare our work force of the future and to enhance community development suggests that high quality early childhood education is a cornerstone of future and present economic and societal development.</description>

		<description>It&#039;s clear that early educational and developmental programs are important to children, and it&#039;s reasonable to assume that such early child support can translate into a better-trained adult worker.

What&#039;s not clear is why this is a problem best handled by the federal government. This is a problem which has differing roots in the differing communities across the nation. The decisions as to how best to resolve local problems are best addressed by local people, local businesses, and local governmen -- and NOT by an insensitive, one-size-fits-all, politically-driven federal government.</description>
