India has a few areas where the culture is very different from the West like treatment of woman, corruption (what is fair in business and government).

To change that the message has to change in the schools (there needs lots of schooling), on the pulpits and in popular media.

Laws written or not will in time reflect what people expect from each other.

people do such crimes in western countries in sophisticated way not getting caught while India uneducated people do such crimes and they are caught.
