The reason Xi has to consolidate power in such a concerted fashion is because he is facing something no Chinese leader has had to face for the past 30 years. A transitioning and slowing domestic economy. Previous generations of Chinese leaders always had a robust growing economy to fall back on whenever they faced any kind of challenge to their power or legitimacy. Xi however does not have that option. A weakening economy combined with a shakey power base would be a recipe for disaster for Xi.

This is not accurate. Li Keqiang the Premier of the State Council. As President XJP holds a position above the SC, but that’s been true for Jiang Zemin and Hu Jintao as well.
