D.C.’s clean-energy conundrum

Few issues are now as politically polarizing as the role of government in supporting clean-energy technologies. It pits those concerned about global warming against climate science skeptics; those who see government playing a role in shaping a new industry against those who support a free-market approach; and clean-technology funders and technologists against incumbent energy interests.

These debates only heated up during the presidential campaign, as promises of new clean-technology jobs faced off against reports of failed green technology companies. For some, “clean energy” is synonymous with “government overreach.”

Yet the need is great for domestic energy production that is reliable, safe and affordable. The United States needs innovative solutions that help Americans use energy more wisely.

The first critical step, particularly in today’s political climate, is to recognize that previous efforts, no matter how well intentioned, need to be updated. There are smarter ways to support important innovations without pushing us over the “fiscal cliff.” Clean technologies are likely to be the next great industry and economic success story. Whether that happens in the United States or not is up to us.

The question now is how to do this in a financially prudent way. There are no more blank checks, and no more patience for promises of green jobs. The Jan. 1 fiscal cliff deadline is just the first in a series of bracing negotiations over government spending and tax policies. Given this environment, there is little doubt that clean-technology funding and support will be put to the test.

Why it’s all about Ohio

Looking at Tuesday’s election results, it’s clear the United States has morphed into five distinct political nations. This marks a sharp consolidation of the nine cultural and economic regions that sociologist Joel Garreau laid out 30 years ago in his landmark book “The Nine Nations of North America.”

In political terms there are two solid blue nations, perched on opposite coasts, that have formed a large and powerful bloc. Opposing them are two almost equally red countries, which include the historic Confederacy as well as the vast open reaches between the Texas panhandle and the Canadian border.

Between these two largely immovable blocs stands the fifth nation — essentially the Great Lakes industrial heartland. By winning this territory — which could be called “Bailout Nation” — President Barack Obama built a winning coalition. Though this part of the country has suffered economic decline and demographic stagnation for decades, it is now emerging, as former President George W. Bush would put it, as “the decider” of America’s political fate.

Weatherization heats up in 2010

President Barack Obama certainly is walking the walk when it comes to weatherizing America’s homes.

Five billion dollars was included in the economic stimulus legislation for the Weatherization Assistance Program, the federal program started in 1976 to help low-income families.

And more recently the president has proposed a “cash for caulkers” incentive program for homeowners modeled on the successful “cash for clunkers” autos program earlier this year.

Electric cars will not cure environmental woes

The world is falling in love with plug-in hybrids and all-electric cars. President-elect Obama wants to put 1 million on the road by 2015. GM features them, particularly the Chevy Volt, in its new business plan for a debut in 2010. The EU wants them to shrink greenhouse gas emissions in 2020 by 20% from 1990 levels. This week the Chinese auto company BYD began selling the world’s first commercially-available plug-in hybrid sedan.

No matter that these cars are not widely available; that they are priced far above traditional models; that many have a short range, making them useful only for local trips; that batteries may be prone to catching fire; and that many motorists park on the street, where charging is impractical.
