I live 20 miles away in Urbana, MD and have had no more than 5-10 minutes at a time without electricity since I moved here four years ago. I'd credit PEPCO's ancient and overtaxed infrastucture (which I don't suffer) with your problems rather than any change to the DC metro-area climate (which I do).
