		<description>Private business in India has been shy of taking the initiative. They have always waited for the government to make the first move. We will have to bide our time to see whether these announcements galvanise them into action. These reform measures notwithstanding, the global economy is not in good shape. I doubt there is going to be a rush at the gates! Having said that, mere economic reforms will not cut much ice. India is in dire need of  reforms in the administrative sphere to unshackle bureaucratic controls, which has been obliquely referred to in the column.</description>
