This is because the "breach of privilege" and "contempt of parliament" clauses were not created for offenses as trivial as someone calling MPs names. The libel has to affect Parliament's ability to function - that is the spirit of parliamentary law, spelled out clearly. If an eminent lawyer were to challenge these breach of privilege notices in the Supreme Court, I believe he could win.
