Educated or not, male-dominated societies bordering Delhi will always pose a threat to liberated women in Delhi. No wonder, Delhi with 87% literacy is the worst place for a girl/woman to live. There should be some statistics available on the socidemography of rapists. How are the statistics in Kerala and Calcutta? How do cities like Mumbai, Bangalore, Hyderabad and Chennai fare in safety for women? What cultural nuances influence these behaviors?</description>

		<description>It looks to me as if we are treating Delhi as a rape capital of India and then we come with all those steps. It looks as if we have come to terms with the fact that Delhi&#039;s men will continue to harass, molest and rape women. 

If all the steps proposed were followed, could that have saved the Delhi rape victim?

		<description>I like the idea of the chip. Can work more faster than speed dial on mobile, awareness programmes that eve teasing, groping is a crime. Many don&#039;t recognize it as such. Sometimes its so scary to be surrounded by group of men passing lewd remarks, asking your number etc. While some find it funny, it&#039;s not funny at all. I like all your suggestions.</description>
