First: The guys are going to be located outside in a village? Is that some planning? I am sure that these people are working within the city, they have to be relocated within. These people often end up providing the labour to the city. They cannot be ignored.

Second: In the name of subsidized housing, are we providing them tin shanty! I know Europe was the first to replace the slums with cheap subsidized housing, I am sure they did better than tin shanty.</description>
