Dream job or snake pit? UN appoints new spokesman

It's not uncommon for journalists at some point in their careers to cross the barricades and become the people who dish out the news as spokespersons for an organization or firm, rather than being on the receiving end. It requires a different set of skills that can make the transition tough, and a stern test confronts former Reuters correspondent Martin Nesirky, who has just been appointed spokesman for U.N. Secretary-General Ban Ki-moon. After a high-flying career at Reuters that saw him fill senior editorial positions in London, Berlin, Moscow and Seoul, Nesirky has had some time to acclimatize to his new role by working for more than three years as spokesman for the 56-nation Organization for Security and Cooperation in Europe (OSCE), based in Vienna. But the move to New York brings much more formidable challenges.

Like any U.N. spokesperson, Nesirky, a Briton, will have to take into account the concerns of the 192 nations that belong to the world body. That's 192 different governments that can get upset by something he might say. But his chief problem may be his boss Ban, whose public image, to put it mildly, could take a little burnishing. Aside from his awkward use of English, which has television producers tearing their hair, Ban has had a rough ride from hostile media that have accused him of failing to use his position to end the world's conflicts and right its wrongs. (Defenders say he is more effective than he appears, works tirelessly behind closed doors, and has made at least some progress on such intractable issues as climate change, global poverty and the crisis in Darfur.)

Then there is the sprawling and ill-defined nature of the U.N. press and public relations operation, with different officials and factions competing for the secretary-general's attention and waiting to pounce on any mis-step by one of the others. The outgoing spokeswoman, Michele Montas of Haiti, stuck to the job for less than three years. In trying to stay close to the South Korean secretary-general, Nesirky could benefit from his knowledge of the Korean language from his time in Seoul. He is also married to a South Korean. But these advantages too could be a double-edged sword. U.N. diplomats have long complained that Ban is happiest in a Korean comfort zone and relies too much on a compatriot who serves as his deputy chief-of-staff, Kim Won-soo.

As a white male from a Western permanent member of the Security Council, Nesirky could also face suspicion from diversity lobbies and from the developing world, which already sees Ban as too much in thrall to the United States. (Ban's U.S. critics make the opposite accusation.)

In the world of spokespeople, the U.N. post may look from the outside like a dream job. But insiders were not so envious. Nesirky joins the world body as Ban is getting ready to try to persuade the great powers who decide these things that he has done well enough in his first five-year term of office, which ends in December 2011, that he deserves a second one. Most analysts give him a good chance, saying he has done nothing to offend key players in Washington and Beijing. But if they are wrong, Nesirky's job could turn out to be one of his shorter assignments.

Forget about light bulbs - Iran wants a seat at the table

For years Mohamed ElBaradei, Nobel Peace Prize laureate and outgoing head of the U.N. International Atomic Energy Agency, has warned the United States and other Western powers against jumping to conclusions about Iran's nuclear program. While Washington, Israel and their allies see increasing indications that Tehran's secretive nuclear program is aimed at developing weapons, ElBaradei told an audience of academics, politicians and diplomats at the Council on Foreign Relations in New York City that his agency has "no concrete evidence" that Tehran is pursuing an atom bomb.

So is Iran's nuclear program intended solely for lighting light bulbs in the world's fourth biggest oil producer as Tehran insists? According to ElBaradei, its purpose is something completely different.

"Iran's nuclear program is a means to an end, it wants to be recognized as a regional power," the outspoken Egyptian lawyer and diplomat said. "They believe that the nuclear know-how brings prestige, brings power, and they would like to see the U.S. engaging them. Unfortunately that holds some truth. Iran has been taken seriously since they have developed their program."

In other words: Don't mess with us. We can enrich uranium.

U.N. officials who know ElBaradei have told Reuters for years that the IAEA director-general is convinced that Iran is pursuing what is often called the "break-out option" -- the capability to produce nuclear weapons should it ever decide it needed them. He is not convinced, they say, that Iran has taken a decision to follow North Korea's example and build an actual weapon.

But Western diplomats who follow the Iranian issue say that it is doubtful Iran would choose to hover on the threshold of the nuclear club without entering the door. A more likely scenario, they argue, is that the Islamic Republic would secure its place at the table of world powers by developing and possibly even testing a nuclear device. They also say the impact on the Middle East would be the same whether Iran has the "break-out option" in the drawer or a live bomb in its basement. In either case the result would be a nuclear weapons race across the already unstable Middle East.

ElBaradei has spent six of his 12 years at the helm of the IAEA neogotiating with Iran to get access to Iran's nuclear facilities, many of which were hidden from U.N. inspectors for decades before their existence was revealed by Iranian exiles or Western intelligence agencies.

The IAEA chief chastised the administration of former U.S. President George W. Bush and the European Union's three biggest powers -- Britain, France and Germany -- for failing to seize what he said was an opportunity they had years ago to persuade the Iranians to suspend their uranium enrichment program.

"They were ready to stop at an R&D (research and development) level ... that could have not have created any concern for the international community," he said.

Making matters worse, the European and U.S. demands that Iran cease all enrichment activity before negotiations on a package of economic and political incentives could begin was among the conditions imposed on Tehran that ElBaradei described as "impossible to accept."

Western diplomats, however, have said that it would be naive to think that the Iranians were ever truly prepared to suspend their enrichment program after the EU trio launched negotiations with Tehran in the fall of 2003. They have defied three rounds of U.N. sanctions for refusing to stop enriching.  Bush's successor Barack Obama has reversed the U.S. position by offering to engage Iran's leaders, but they have reacted coolly so far.

ElBaradei, who opposed the Bush administration's decision to invade Iraq in March 2003, said Bush's refusal to negotiate directly with North Korea and Iran was a colossal policy failure that had created "a total mess." (North Korea tested nuclear devices in 2006 and 2009.)

ElBaradei added that if Israel, which neither confirms nor denies having a sizable nuclear arsenal of its own, follows through on threats to attack Iran's nuclear facilities it would backfire. He said Tehran would simply launch a "crash course" to get an atom bomb and "would turn the Middle East into a ball of fire."

A world without nuclear weapons: Obama’s pipe dream?

U.S. President Barack Obama says he wants a world without nuclear weapons. But will that ever happen?
    
Obama showed he's serious this week. He chaired a historic summit meeting of the U.N. Security Council which unanimously passed a U.S.-drafted resolution that envisages "a world without nuclear weapons".
    
It was the first time a U.S. president chaired a meeting of the Security Council since it was established in 1946.
 
John Burroughs, executive director of the Lawyers Committee on Nuclear Policy, an advocacy group, identified serious weaknesses in the resolution, including the absence of mandatory disarmament steps for the world's five official nuclear powers -- the United States, Britain, China, France and Russia.
    
Some diplomats from countries without nuclear weapons said the lack of mandatory disarmament moves is not just a weakness, but a loophole the five big powers -- which have permanent seats and vetoes on the Security Council -- deliberately inserted into the resolution so that they wouldn't have to scrap their beloved nuclear arsenals.
 
An official from one of the five big powers appeared to confirm this in an "off-record" email to Reuters explaining the language in the resolution: "I would underline that creating the conditions for a world free of nuclear weapons is not the same as calling for a world free of nuclear weapons." He added that "the spirit of the resolution is much more about non-proliferation than disarmament."
    
A diplomat and disarmament expert from a European country with no nuclear weapons said this was typical of the "cynicism" of some permanent Security Council members. He added that the U.S. delegation had made very clear that the use of the word "disarmament" meant total nuclear disarmament -- perhaps not today, but someday. 
    
China's President Hu Jintao said China was not planning to get rid of its nuclear arsenal anytime soon. So did French President Nicolas Sarkozy.
    
The resolution didn't name Iran and North Korea. However, British Prime Minister Gordon Brown and Sarkozy filled in the blanks and called for tougher sanctions against Iran for defying U.N. demands to halt sensitive nuclear work.
 
The resolution didn't mention Pakistan, India, Israel and North Korea, the four others known or assumed to have nuclear weapons. But it did politely ask "other states" to sign the 1970 nuclear Non-Proliferation Treaty (NPT) and get rid of their atom bombs.
 
Libya's Muammar Gaddafi was the only leader of a council member state that stayed away from the meeting. Several council diplomats expressed relief at his absence, saying they had been afraid the long-winded Gaddafi would have exceeded the five-minute limit for statements.

Norwegian memo sparks PR crisis for UN’s Ban Ki-moon

Ban Ki-moon isn't having a good year for public relations. Halfway through a five-year term as U.N. secretary-general, he's been hit with a wave of negative assessments by the Financial Times, The Economist, London Times, Foreign Policy and other media organizations. In a March 2009 editorial entitled "Whereabouts Unknown," the Times said Ban was "virtually inaudible" on pressing issues of international security and "ineffectual" on climate change, the one issue that Ban claims he has made the biggest difference on. The Economist gave him a mixed report card, assigning him two out of 10 points for his management skills while praising him on climate change (eight out of 10 points).
    
This week, Norway's Aftenposten newspaper made an unpleasant situation much worse. It published a confidential memo assessing Ban's 2-1/2 years in office from Oslo's deputy U.N. ambassador, Mona Juul, to the Norwegian Foreign Ministry. Juul's report is scathing -- and it comes from a representative of one of the world's body's top financial contributors. She says the former South Korean foreign minister suffers from a "lack of charisma" and has "constant temper tantrums" in his offices on the 38th floor of the United Nations building in midtown Manhattan.
    
She describes Ban as a "powerless observer" during the fighting in Sri Lanka earlier this year when thousands of civilians were killed as government forces ended a 25-year civil war against Tamil Tiger rebels, trapping them on a narrow strip of coast in the country's northeast. In Darfur, Somalia, Pakistan, Zimbabwe and Congo, she wrote, Ban's "passive and not very committed appeals seem to fall on deaf ears." She says that his recent trip to Myanmar was a failure and that some people in Washington refer to Ban as a "one-term" secretary-general.
    
Juul's letter could hardly have come at a more inopportune time. Ban is planning to visit Norway in the coming weeks, where he intends to meet with government officials and visit the Arctic circle to see for himself the effects of global warming and the melting polar ice. Now U.N. officials fear reporters will be more interested in what he says about Juul's memo than climate change.

So far Ban has not reacted to the letter. However, a Norwegian diplomat told Reuters that Ban's press office had been instructed to hold off on confirming his visit to Norway shortly after the news of Juul's memo began to spread.
    
Ban's PR difficulties didn't start this year. In March 2008, his chief of staff Vijay Nambiar sent a memo to U.N. employees explaining how to say his boss's name. "Many world leaders, some of whom are well acquainted with the Secretary-General, still use his first name mistakenly as his surname and address him wrongly as Mr. Ki-moon or Mr. Moon," Nambiar complained.
 
Then came Ban's own speech to senior U.N. officials in Turin, Italy last year, in which he described how difficult it was to improve the working culture inside the United Nations. The secretary-general seemed to acknowledge that his internal management style had failed. "I tried to lead by example," Ban said. "Nobody followed."
    
Ban's aides vehemently defend him, saying he's being treated unfairly by the press. One senior U.N. official suggested privately that Ban could very well turn out to be "the greatest secretary-general ever." They complain that people continue to compare him to his predecessor Kofi Annan, who was a very different U.N. chief and relied less on "quiet diplomacy" than Ban. Annan became a hero to many people around the world for standing up to the administration of former U.S. President George W. Bush over the U.S.-led invasion of Iraq. Annan called the March 2003 invasion illegal. U.N. officials also complain bitterly about the indefatigable blogger Matthew Lee, whose website Inner City Press regularly accuses Ban and other U.N. officials of hypocrisy and failing to keep their promises to reform the United Nations and root out corruption. (Some U.N. officials accuse Lee of not always getting his facts right, but his blog has become unofficial required reading for U.N. staffers around the world.)
    
Australian Prime Minister Kevin Rudd, diplomats in New York say, is among those supporting a campaign against a second term for Ban. Juul's memo said Helen Clark, New Zealand's former prime minister and current head of the U.N. Development Program, "could quickly become a competitor for Ban's second term." But diplomats say they expect the United States, Britain and other major powers to reluctantly back a second term for Ban, if only because there appears to be no viable alternative whom Russia and China would support.
    
A recent article in the Times of London said the best U.N. chief in the organization's 64-year history was not Swedish Nobel Peace Prize laureate Dag Hammarskjold but the Peruvian diplomat Javier Perez de Cuellar, who held the top U.N. post for 10 years until 1992. Nicknamed "mumbles" because he was so difficult to understand, Perez de Cuellar kept a low profile and, like Ban, preferred backroom diplomacy, not Annan's bully pulpit. Among the Peruvian diplomat's successes were managing the end of the Cold War, leading a long-delayed revival of U.N. peacekeeping and encouraging member states to back a U.S.-led military operation to drive Iraq's invading forces out of Kuwait in 1991.
    
Will Ban's preference for quiet diplomacy make him as good or better than Perez de Cuellar? That remains to be seen.

Saviors or conquerors? UN mulls “responsibility to protect”

What's more important -- the right of a sovereign state to manage its affairs free of outside interference or the duty of the international community to intervene when massive human rights violations are being committed in a country?
 
The United Nations -- nothing if not a talking shop -- has been debating that question this week in the General Assembly. It goes to the heart of what the U.N. is all about.
 
At issue is a declaration issued four years ago by a summit of more than 150 world leaders asserting the "responsibility to protect" -- R2P in U.N. jargon -- populations threatened with genocide or other mass atrocities. It was a somewhat belated response to widespread criticism of the United Nations for failing to stop massacres in Rwanda and Bosnia in the 1990s.
    
The carefully crafted declaration said the responsibility began with the government of the country concerned. If that failed, it foresaw a sliding scale of international action, ranging from advice through mediation to -- in a last resort -- intervention by force. And such a use of force could only be authorized by the Security Council, meaning the United States, Britain, France, Russia and China would all have to agree.
 
Cautious as it was, the summit document was seen by many advocacy groups as a step on the road to fulfilling their dream that if a government was committing atrocities against its people, the United Nations would march in and stop it.
 
In the real world, U.N. officials say, that is not going to happen, at least under the peacekeeping rules that have applied in recent decades. These do not authorize U.N. forces to go to war against the national army of a sovereign state -- a move that would amount to invasion. Witness the six-year-old conflict in Sudan's western region of Darfur -- branded by some as genocide -- where a U.N./African Union peacekeeping force is only now being slowly deployed with the consent of the Khartoum government. The only time that R2P has been invoked in practice -- and even then retrospectively -- was in former U.N. secretary-General Kofi Annan's mission to mediate in post-election violence in Kenya last year, U.N. officials say.
 
This week's debate was to take stock of R2P and discuss how to take it forward, although no immediate action is expected. It came against the background of a determined attempt by radicals led by General Assembly President Miguel D'Escoto, a former Nicaraguan Sandinista government minister, to kick the issue into the long grass.


For D'Escoto and those who agree with him, R2P is code for an attempt by big Western powers to impose their will on the weak. In a contentious "concept note" issued to all U.N. members he declared that "colonialism and interventionism used 'responsibility to protect' arguments." One member of a panel of experts D'Escoto convened to launch the debate, U.S. academic Noam Chomsky, said R2P-type arguments had been used to justify Japan's 1931 invasion of Manchuria and Nazi Germany's pre-World War Two move into Czechoslovakia.
 
While some radical states, such as Venezuela, echoed D'Escoto's line in the assembly debate, human rights groups expressed relief that most cautiously supported a strictly defined interpretation of R2P and backed proposals by U.N. Secretary-General Ban Ki-moon for developing it. Ban has proposed periodic reviews of how countries have implemented R2P and regular reports by himself on the issue. "To those that argued this week that the U.N. was not ready to make a reality of the commitment to end mass atrocities, the majority of the General Assembly gave its answer: you are wrong," said Monica  Serrano of the Global Centre for the Responsibility to Protect. Despite that, there have been clear signs of concern among developing countries that unless tightly controlled, R2P could be used in support of future Iraq-style invasions of countries that have angered the big powers.

Capitalism’s “chickens come home to roost” at the UN

Representatives of the world's poorest countries joined other U.N. member states in New York this week at a three-day meeting of the U.N. General Assembly on the global financial crisis and its impact on the developing world.

Many delegates from "the South" blasted capitalism and the wealthy Western powers for the crisis. For once they could say they did not cause it though they are the biggest victims. Cuban Trade Minister Rodrigo Malmierca Diaz told the delegations -- roughly three quarters of the General Assembly's 192 member states are participating -- that retired Cuban leader Fidel Castro had foreseen the current crisis nearly three decades go.

During a conference of nonaligned countries in 1983, Castro said in a speech that "declining foreign trade, hunger and unemployment" would eventually take their toll on the global economy," Malmierca Diaz said.

"The current state of the world economy and its gloomy outlook should lead to a profound reflection in governments and in the most lucid minds of the developed world," the minister said, adding that Castro's analysis was "still valid."

Ralph Gonsalves, prime minister and finance minister of the Caribbean island nation of Saint Vincent and the Grenadines, said the world economy is in "the worst crisis of international capitalism since 1929."

"The chickens have come home to roost as the poor and the working people suffer consequentially," Gonsalves said.

Ecuador's fiery leftist President Rafael Correa agreed. He also joined the chorus of voices calling for the abolition of the International Monetary Fund and World Bank, which Cuba's Malmierca Diaz said have "impoverished" the developing world.

There were other critical voices. U.N. Secretary-General Ban Ki-moon chided the world's wealthy nations for reneging on pledges to boost aid to Africa. "Surely if the world can mobilize more than $18 trillion to keep the financial sector afloat, it can find more than $18 billion to keep commitments to Africa," he said.

Turnout of world leaders has been low. Fewer than a dozen have shown up at what was billed as a summit meeting. Diplomats said that was partly due to the fact that the conference, originally scheduled for June 1-3, was postponed to this week by General Assembly President Miguel D'Escoto Brockmann, a leftist former foreign minister of Nicaragua, due to the lack of agreement on a set of draft proposals on reforming the global financial system. Presidents Evo Morales and Hugo Chavez, leftist firebrands and critics of the United States from Bolivia and Venezuela, were supposed to attend but failed to appear.

The conference is set to adopt its financial reform proposals on Friday. The final draft was watered down from an earlier version prepared by D'Escoto that Western delegations complained was too radical for them. (One sentence in it read: "Mother Earth can live without human beings but we cannot live without Mother Earth.")

Among the proposals in the final draft document are calls for greater supervision over hedge funds and the use of derivatives, gender and geographic equality at the IMF and World Bank and increased aid and debt relief for developed countries.

Diplomats from developing countries complained that the final draft was disappointing since it was thin on specifics and contained no concrete promises of new aid. Western diplomats said it was imperfect but a vast improvement over D'Escoto's initial version.

The draft also calls for the United Nations to play a greater role in global financial matters. The poor nations outside the Group of 20 club of big developed and developing nations -- India, China and Brazil are members -- think that is a good thing. But big developed powers like the United States have traditionally opposed the idea of letting the other 191 U.N. member states tell it what to do with its money. (Diplomats said the United States, European Union and other Western participants would issue statements after the proposals' adoption distancing themselves from some of language in the final document.)

Rene Grotenhuis, head of the Catholic development aid alliance CIDSE and director of the Dutch organization Cordaid, welcomed the idea of letting the U.N. play a bigger role: "Global economic policy should be like the World Cup, with every nation playing -- not a tournament for rich countries and their invited guests."

U.N.’s Ban in Sri Lanka: Victory dance or somber visit?

Small children dressed in dark blue pants and light blue shirts clutched U.N. and Sri Lankan flags as they sang a song in honor of U.N. Secretary-General Ban Ki-moon's arrival at the Manik Farm refugee camp. This is the temporary home to some 220,000 people who fled the final battle between Tamil Tiger rebels and government forces. The camp, Sri Lanka’s biggest, was plastered with posters of a smiling Ban and Sri Lanka’s President Mahinda Rajapaksa that said, “Welcome Secretary-General Ban Ki-moon to our motherland.”

U.N. officials traveling with Ban had voiced concern that his visit could be exploited for propaganda purposes in a kind of victory dance for the Sri Lankan government. The secretary-general was the first major international figure to visit the island nation since the government won a 25-year-old war against the rebel Liberation Tigers of Tamil Eelam (LTTE) earlier this month. The officials said Ban would stay on message, demanding full and immediate access to some 290,000 refugees in camps in northern Sri Lanka and urging President Rajapaksa to reach out to the country’s Tamil minority to prevent a renewal of violence.

During his visit to Manik Farm, Ban went to a small field hospital, where he saw severely emaciated elderly people attached to saline drips and children with shrapnel wounds. The picture could have been uglier. U.N. officials said the most severely injured – amputees, victims of mine explosions or heavy artillery blasts – were at other hospitals the delegation was not shown.

A group of refugees at the Manik Farm camp, the country's biggest displaced persons camp with over 210,000 residents, said they were outside the conflict zone in northern Sri Lanka but were rounded up by the government in April and brought to the camp. Asked in New York about the refugees' unverified comments, U.N. humanitarian affairs chief John Holmes said he had no details about any such round-ups. However, he said it was possible that some people outside what was once called the "no-fire" zone were moved by the government into the camps. He noted that all of northeastern Sri Lanka was a war zone in a sense since it had previously been controlled by the Tamil Tigers.

Ban and his delegation also flew over the former conflict zone in a tiny strip of coast in northeastern Sri Lanka where U.N. officials have accused the LTTE of using hundreds of thousands of Tamil civilians as human shields as they struggled to fight off government forces. During the low-altitude helicopter flight, U.N. officials and reporters saw thousands of empty tents, piles of bicycles and other personal items abandoned in a hurry when the masses of starving civilians were fled for their lives. The burnt-out buses and cars, uprooted and smashed trees and craters filled with water appeared to provide evidence that heavy weapons were despite denials from the government and Tamil Tigers.

At the end of the trip, Ban met for an hour with the president to press his demands. Afterwards Ban and Foreign Minister Rohitha Bogllagama spoke to reporters. Ban was asked if he saw evidence of “massive bombing” during the flight over the former battle zone. His answer was that “the fighting must have been severe.” Bogllagama was more direct when asked if he was confident Sri Lanka had committed no war crimes as human rights groups have said. His answer: “Absolutely.”

Was Ban’s trip a success? One senior U.N. official told Reuters that Bogllagama repeatedly said “yes, yes, yes” in response to Ban’s demand for immediate and unimpeded access to the camps, though it was not clear when the access would come. A ban on the use of motor vehicles by U.N. or other aid agency personnel, however, remained in place for several more days as the government tried to prevent the escape of any Tigers hiding in the camps. (A few days after Ban left Sri Lanka, the government agreed to allow aid agencies to use cars and trucks at Manik Farm, though without flags and not in convoys.) Aid officials continue to complain that restrictions are crippling aid distribution in the camps.

Michelle Obama’s close encounters with Elmo, Big Bird and U.S. diplomats

Michelle ObamaU.S. first lady Michelle Obama told an audience at the U.S. mission to the United Nations that she was "thrilled" to be back in New York for the first time since her husband Barack Obama became the 44th U.S. president in January. But she said some things are even more exciting than addressing an audience of 150 U.S. diplomats, military advisers and other government officials.

"I'm thrilled to be here but I was just at 'Sesame Street', I'm sorry," she said, referring to the long-running U.S. children's television program. "I never thought I'd be on 'Sesame Street' with Elmo and Big Bird and I was thrilled. I'm still thrilled. I'm on a high. I think it's probably the best thing I've done so far in the White House."

One of the biggest rounds of applause during the first lady's 20-minute appearance at the U.S. mission in midtown Manhattan came when she read a letter the son of one of the mission staffers, Scott Turner, recently sent to the president.  According to Michelle Obama, Turner's son Jack, a first grader,  wrote to the president:

"Dear Mr. Obama - Can you move to New York? Because people like you in New York. I will help you come to New York and people are doing bad stuff in New York. The first lady said she had already found a job for Jack: "Ladies and gentlemen, I think we have identified the new future New York Police Commissioner. Jack is on the case."

Michelle Obama also thanked a group of 40 employees of the U.S. mission in the audience who have been working for the U.S. government for more than 20 years. One of them, Ivan Ferber, has been with the U.S. mission for 47 years, which she said is "longer than I've been alive."

In sharp contrast to the administration of former President George W. Bush, whose officials were often dismissive and critical of the United Nations and other multilateral organizations, Michelle Obama emphasized that the new administration felt it was vitally important to work with allies.

"As the president has said, the United States is pursuing a new era of engagement when it comes to advancing America's interests around the world," she said. "This new policy recognizes that the fact that America's future is intricately linked to the rest of the world, that the threats facing the global community know no borders and no single country can tackle them alone. We've learned this again with the recent
outbreak of the H1N1 virus."

The first lady also spoke about the important tasks facing U.S. diplomats working with the United Nations to bring aid to the developing world. "Your work links the world to America and American ideals that are beacons of hope for millions of people," she said.

"The young boy who's forced to carry a rifle and become a child soldier -- he's counting on you," she said. "The girl locked out of the schoolhouse or attacked because she had the audacity to want to learn to read or write -- she's counting on you. The mother walking hours each day to find clean water for her children -- she's counting on you. And the father who leaves his family for months or years on end in search of work -- he's counting on you as well."

The first lady suggested that she, too, might want to get involved in working with poorer countries around the world, but she did not provide any specifics.

Iran’s U.N. Ambassador Mohammad Khazaee didn’t attend the latest U.N. Security Council meeting on Iraq. But the moment the 3-hour session was over the Iranian delegation was circulating a strongly worded letter from Khazaee that had a very clear message for the administration of U.S. President Barack Obama: Stop talking like Bush.

He was responding to less than two dozen words on Iran in U.S. Ambassador Susan Rice’s speech to the council during a routine review of U.N. activities in Iraq. Rice said that U.S. policy "will seek an end to Iran's ambition to acquire an illicit nuclear capacity and its support for terrorism.”

Those words clearly infuriated the Iranians, who have been toning down their anti-U.S. rhetoric since Obama took over from George W. Bush five weeks ago.

"It is unfortunate that, yet again, we are hearing the same tired, unwarranted and groundless allegations that used to be unjustifiably and futilely repeated by the previous administration," Khazaee said in a letter to the council's current president, Japanese Ambassador Yukio Takasu.

"Instead of raising allegations against others, the United States had better take concrete and meaningful steps in correcting its past wrong policies and practices vis-a-vis other nations, including the Islamic Republic of Iran."

Khazaee's remarks were among the most critical of the new U.S. administration by a senior Iranian official to date.

Is the Obama administration simply repeating the “same tired” language of the Bush administration? The accusations aren’t new, U.N. diplomats say, but the promises of a new approach could herald a radical shift in U.S. policy on Iran.

Obama, Rice and Secretary of State Hillary Clinton have said repeatedly that Washington would use all tools, including direct talks, to deal with Iran's nuclear program, which Tehran says is for peaceful purposes.

Iran has reacted cautiously, saying it’s open to fair talks while demanding fundamental changes in U.S. policy. Western envoys in New York say that not everyone in the Islamic Republic is happy about the outstretched hand of Obama and his promises of change.

Tehran had often criticized the administration of former U.S. President George W. Bush, which labeled Iran a member of an "axis of evil" with North Korea and pre-war Iraq. It’s harder to criticize Obama at the moment, diplomats say. That could be one of the reasons Khazaee seized the opportunity to attack Rice’s speech to the council.

“The hardliners in Tehran find it easier to have a U.S. administration that turns its back on them,” said a European diplomat. “It’s easier to deal with a ‘Great Satan’. It gives them someone to blame their troubles on.”

It’s nearly three decades since Washington severed diplomatic relations with Iran in 1980 after militants stormed the U.S. embassy in Tehran and took a group of U.S. diplomats and officials hostage.

Present-day Iran, whose President Mahmoud Ahmadinejad has said that Israel should be “wiped off the map”, has repeatedly ruled out a suspension of the country’s uranium enrichment program, prompting the Security Council to impose three rounds of sanctions.

U.N. diplomats say that Obama administration officials have signaled that they do not believe the Iranian nuclear program can be stopped with U.S. or Israeli air strikes. Instead, Obama wants to use a combination of pressure – possibly by imposing further U.N. sanctions – and inducements to persuade the Iranians to halt their enrichment program. The details of the new approach are being worked out in a thorough review of the U.S. policy on Iran, U.S. officials say.
