Bearing in mind that the EIB is a lender (and not an investor), who should be the borrowers? What will the borrowers do with that money? EIB-projects generally don’t get approved so quickly (particularly if they are larger projects). Are there Greek projects in the pipeline?

What Greece needs are investors who are prepared to invest in profitable new projects and where EIB-funding could be the pillar in the financing package. Who would be such investors?
