The Budget Control Act provides very little flexibility on the part of the executive branch of what it should cut. For example, the president can (and has decided to) exempt appropriations for military personnel from cuts, and the law exempts several programs from cuts as well. Otherwise, the president must apply the same cuts to every function of the budget. As a result, this report is not a proposal, but rather an explanation of what will happen under existing law. Aside from this fact, the article is well founded.
