3.a) Congress has made no decisions in regard to alternative energies.  Congress believes no alternative sources are necessary since there is an unlimited supply of fossil fuels and &quot;global warming&quot; is a mere myth.  In any event, Congressional representatives are busy purchasing real estate where the new coastline of the United Startes will lie once the ice caps at the north and south poles melt.   

3.b) Congress will fund a study at taxpayer expense to make the requisite calculations.
