Lahore conspiracy theories go beyond the boundary

Conspiracy theories have filled a void in Pakistan that opened up as soon as the dozen gunmen who attacked the visiting Sri Lankan cricket team made a leisurely getaway  without any apparent casualties after a 25 minute gun battle.

Since the attack on Tuesday, Pakistani authorities have yet to reveal where the investigation was going,  despite Foreign Minister Shah Mehmood Qureshi saying “important  leads” had been established.

There has been finger pointing in the Pakistani media in various directions, but the sympathies of the indiviual reporter or media group have to be examined in every case. Only the conspiracy theorists have answers to who could have done it and why.
 
    WHO ARE THE SUSPECTS?
    Lashkar-e-Taiba, the Pakistani jihadi group blamed for the slaughter of nearly 170 people in Mumbai last November. There were some similiarities, but LeT hasn’t got any history of attacking inside Pakistan.

Maybe LeT fears the Pakistan government, having already arrested a handful of LeT members named in the Mumbai case, seriously aims to put it out of
business and wanted to send a warning, destabilise a Pakistani government it thinks is soft on India and Kashmir. Maybe it is worried the old  friends in Pakistani intelligence are abandoning them.

But the rationale for targetting Sri Lankan cricketers, in Lahore, a city where the LeT has moved easily in the past, is hard to see.

 Another Sunni militant group with far stronger ties to al Qaeda is Lashkar-e-Janghvi. Like LeT, LeJ is a Punjabi group.

But LeJ has provided footsoldiers for al Qaeda operations, and has been involved in spectacular attacks, most recently the  suicide truck boming of the Marriott hotel in Islamabad last September, which killed 55 people.

As the Daily Times notes, the involvement of LeJ, or another group in al Qaeda’s thrall makes sense on some levels. But the question of why the Sri  Lankans were targeted is hard to square unless the answer is that it could have been anybody. The attack has certainly achieved an  al Qaeda objective in terms of ruining Pakistan’s international image and undermining faith in the government.

 The Pakistani Taliban also have ties to al Qaeda and have been blamed for the assassination of former prime minister  Benazir Bhutto, though there’s a surfeit of conspiracy theories around her slaying too.

Then there is the Indian factor. Attitudes towards India in Pakistan are polarised, with ordinary people in many parts of the country ready to make friends, but the media in both countries quickly turn on each other.

There have been three wars since Pakistan’s formation out of  the partition of India in 1947, and a peace process was frozen in the aftermath of the Mumbai attacks.

A lot of rightists, people associated with the security apparatus and retired, but still influential generals would readily blame Indian intelligence.

 One junior minister from President Zardari’s party actually said there was evidence of Indian involvement before the government disowned his comments by saying it had no information so far.

There have been other accusations and allusions in the media to the Indian involvement.  A story in The News reported a day  after the attack the Punjab government had been warned that Indian intelligence was planning to hit the Sri Lankans in Lahore, and scanned copies of the purported CID report have been circulated via e-mail.

 Former Pakistani spy chief and Islamist sympathiser Hamid Gul has speculated that Indian intelligence could have helped the Tamil Tigers launch the attack. But remember Gul has said that both the 9/11  attacks in the United States and the November 26 raid on India could have been “inside jobs”. Nonsense it may be, but Gul is seen as very credible in Islamist, rightist quarters of Pakistan.

 So let’s look at his theory. In August, 2006, a bomb attack on Pakistan’s High Commissioner, Bashir Wali,  in Colombo killed four Sri Lankan soldiers. Wali, a former intelligence officer, is convinced India put the Tamil Tigers up to the attack, as a warning to Pakistan to stop meddling in Sri Lanka, according to a report in the News.
 
The Tigers haven’t targeted Sri Lankans abroad before, but they certainly have a motive — they’re on the point of defeat in northern Sri Lanka.

But why would Indian intelligence give them a hand? India is discomfited by the friendship between Pakistan and Sri Lanka. Pakistan provides military training and arms to Sri Lanka.

 Indian involvement, if it was discovered, in the attack on Sri Lankan cricket team would presumbably drive Pakistan and Sri Lanka closer together. New Delhi shouldn’t want to risk that.

 Pakistan and India have a history of seeking revenge, tit-for-tat, actions, and as yet the books aren’t balanced for Mumbai . Some Indo-phobes suggest the Lahore attack was payback by an Indian intelligence agency , and many ordinary people find that easy to believe.

 If that was the case why hit the Sri Lankans? Why target a cricket team? People shouldn’t forget that if anyone loves cricket more than a Pakistani or a Sri Lankans it is an Indian.

 The next time the attack would be on Indian cricketers. Would
India’s agency, the Research & Analysis Wing, want to risk that? I don’t think so. They haven’t been playing that badly.

You think India is running a whole terrorism enterprise like Pakistan, that India’s leaders who have to focus on getting elected every few years and do not have unending power like the Pak army are sitting and planning and wasting time on devious attacks in Pak?? Indians are struggling over larger issues, development, poverty, social differences (caste), multi-culturalism in a democratic environment, education, womens empowerment, education, arts. We don’t want to be wasting our time with these fanatics carrying age old complexes (some of them still talk of centuries old issues…for god’s sake, get a life ..or a psychiatrist).

The latest news is that Pakistan has given a clean chit to India and LTTE. Please read the news papers first.The only thing observed so far is that there are strong similarities between this attack and the Mumbai one. In both cases, no one could point a finger at the exact group that is behind the attacks. LeT has the highest probability of being the suspects. But nothing concrete has emerged yet. The operatives executed their tasks in commando style and with precision. They seemed to have had some inside information on the movements of the Sri Lankan team.Looks like this new group wants to cause confusion as much as possible. During the Mumbai attacks, one Deccan Mujahideen claimed responsibility and then it was later found to be bogus. If Kasab had been killed, it would have been more of a guessing game till now. To date, no one knows what the exact demands of this group are. The Mumbai attack was not in retaliation for something India did. Typically all attacks have been to settle the scores on some issue. Things had become very peaceful prior to the attacks. India was a safe country and the IPL ran with a roaring success. No one even thought of terrorism. Rather, it seemed to have died down. Even Kashmir had a relatively peaceful time. Then suddenly, out of the blues, the Mumbai attacks happened. Though Pakistani connection has been established, it is still not clear who in Pakistan is behind the attacks.While everyone was trying to understand the motive, the Lahore attack happened along pretty much the same lines. People are busy pointing fingers at each other, while no one has any clue as to what the motive is and who is behind this.Another finger print for this group is the new method of attack – no suicide bombing, or car blasts. It involves fully trained men who operate like a military commando unit.They are making a lot of gains by turning the blind men swing their swords at each other, while not claiming anything as a reason for their attacks.Pakistan should work with India. The Mumbai and Lahore attacks must be looked at using the same magnifying glass and the culprits traced. Even if they are inside Pakistan, they must be caught and brought to justice. They should be handed over to India. This has two advantages – the criminals will be out of Pakistan and in India they will have to face the justice for the crimes that they have committed. They will be executed and no one will see them again. This joint effort can help both countries build trust towards each other and help each other. This war on terrorism has to be done together by all affected countries. There is no point fighting each other. It only strengthens the common enemy.Cricket will return to the sub-continent only if India, Pakistan and Bangladesh act together and wipe out the menace. No one gains but the jihadis if the countries do not realize this.

To the author…Name one tit for tat response that India has done – ever – in response to a terrorist incident. Ever. You should stop making statements like this.I do remember India shooting down a Pak Navy plane after it intruded into Indian territory. Well, it could be a tit for tat response to what happened in Kargil when our planes were shot down when they inadvertently moved into their territory.Then there was the call off of talks and things like that. But could you mention one credible report anywhere which points to India actually responding to terrorist incidents in the same language.What you will see the RAW does is a lot similar to what the MI5 and CIA does. That would imply you are calling them and indirectly the Britishers and Americans terrorists. Its acceptable. But then you need to accept that fact.So, stop writing blogs if you don’t expect to be questioned.

Dear Sear, Mauryan, Kusum and Jacob — I had not meant to to give credence to the allegations of Indian involvement, but rather to say there were these allegations, say where they were coming from, and give some explanation of how the allegations were being justified. Indeed the cases made for the other suspects — LET, LeJ (al Qaeda) are far more compelling. Remember these are conspiracy theories in Pakistan and meant to give insight into the way people are thinking. As for the government denials of any Indian involvement, we’re still waiting for an outright denial, as all we’ve heard so far is from Wednesday, when the government’s main spokesperson said the government had not received any information of Indian involvement — effectively disowning the shipping minister’s accusation after he said there was evidence. Likewise we’re still waiting for the definitive denial of LTTE involvement, as the LTTE spokesman who did deny this hasn’t been verified as reliable.

 

I think Reuters blog writers like Simon, Myra etc write something – not proved, alleged or controversial JUST TO make bloggers on either side of the borders post and fight here in blogs!!Most Pak newspapers have given a clean chit to India in today’s editions, including some like The Dawn being pro-India in editorials!! I think we are mixing up the sports and real life issues here. Pakistan needs to sort out and make their own citizens safe before jumping up and down and throwing all these promises to these foreign players and officials. A country where the most powerful man(their president) is the most vulnerable person, how can they secure anybody there. I think it’s shame to even consider this name : Pakistan on world map.

You are right.Pakistan has not matured as a Nation State.Born of peculiar ideology and short of ideological base to run the country, it has been in existence, blaming India and western powers.It gets finanacial aid from west showing China card,and moral support and still more cash from Saudi and and other Islamist countries. It still has not decided what form of Govt. it wants, dictatoship ot democracy, Fundamentalism of yore or modernity;support Iran,N.Korea, China and at the same time get aid from USA.Frienly with warlords in Afganistan, friendly to west;promote Osama, provide him sanctuary,at the same time fight against terror.Commit genocide in in East Pakistan, talk of human rights;spend billions on Nuclear warheads, no money to meet external debts.It is a failed state.

Simon,I am deeply offended by your insinuations at India. India has never done any such inhuman, immoral activity anywhere. India is a care giver, not home breaker. Ask any neighbor of India other than Pakistan.1. India even provided help to Pakistan during Kashmir earthquake.2. India has always lobbied at IMF, ICC in favor of Pakistan. For almost 50 years, the Western powers had dealt with Pakistan mostly due to cold war reasons. India was way down poor, socialistic, pro-Soviet etc.. The perspective of India was not positive in the Western world until the late nineties. India did not even figure in most of the news and discussions in that world. If you look at major news papers in UK like the Guardian, this perspective will be apparent at first look.They have somehow developed this belief that Pakistan is more reliable for their purposes and India a mere irritant. So media and analysts have been biased in their views as a result. Only for the past decade there has been a tremendous thaw in India-US relations and that has opened up a different view of India. India’s issues are understood more. The US admits that India’s nuclear weapons and missiles are to protect itself from China. Until recently the West had equated India with Pakistan in a Hindu versus Muslim angle and did not look at other factors. India and Pakistan were called as the nuclear rivals and not China and India. And this belief has spread to the Pakistanis as well. They see themselves as superior to India as a result, because the West has become their masters.The Kashmir problem will need to be looked at again to change the perspectives. And that will bring in a better understanding of terrorism in the region. Until that happens, one can expect some kind of bias that does not look at India from a positive side. Bias happens due to emotion and humans are emotional. They may act cool, neutral, calm etc. But when it comes to them, they are not even aware that they have been taken over by it. It includes everyone including the author of this article and yours truly.We have to let things happen. This means, it will take time for bias to change towards neutrality. Until then things will look ignorant to one side and perfect for the other. This article shows that India is still not looked at with clear eyes in regards to being a victim of out right terrorism.

Lt. Gen. Hamid Gul has the blood of thousands of Afghans, Paks and thousands of Kashamiri Hindus on his hands. He is a pro-Islamacist expansionist and creates the truth in his own image and ignores the real truth altogether.If Pakistan protects such an insidious and notorious lying, conspiracy toting man, why should Pakistan be given any lee-way, protection, aid, or even a sympathetic ear? It is extremely humours that the citizens of Pakistan view this conniving cloak and dagger specialist as a hero, when he belongs in jail.Either the people of Pakistan are extremely deluded and lied to, or they back and morally support what he stands for. Simon,I understand that the bloggers in Reuters, such as yourself, are enthusiastic & want to encourage discussion on daily happenings. However, after the Lahore shoot-out, it’s getting old to read about successive blogs fanning more speculations every day. Consequently, the discussion, like the topic, becomes stale and redundant. For evidence, please scroll through past few posts on this blog and you’ll know what I mean. You’ve few choices; you can continue with it and argue that other blogs are doing the same or you can wait till the investigation makes some genuine progress or you can be creative and discuss about issues besides the Lahore attack. Not to pick on you but, putting my two cents in.

Just opinion: Not Fact and is debatable.- Line 2 is possibly true if i go by the knowledge(or lack of it) Paki bloggers display on this blog.@ “If that was the case why hit the Sri Lankans? The author has not blamed india directly in this post but has just given some of the allegations mentioned by pakistanis. Look if dogs bark nothing will happen to we indians. Entire world knows how sincere we are, we will not go and interfere in any other countries matters. WE are such kind hearted persons that till now we could not hang a person who attached our Parliament, but still i dont know how pakistan can just point there fingers towards us ;) Any ways a candles light will be more just before it gets extinguished, that is the case with pakistan Government. I am still 24 and i will be very much privileged to see end of Pakistan as a country just like Iraq. Jai Hind

Chirkut, you are quite correct. I was indeed picking holes in the notion that India could have been behind it — in my estimation it makes no sense. As I wrote, this was a conspiracy theory being advanced by “rightists, people associated with the security apparatus and retired, but still influential generals”… not by myself. In the first few days after the Lahore attack there was a risk that this explanation was gaining traction in sections of the media, regardless of how far fetched it was. Now, however the investigation appears to be zeroing in on groups like LeJ.

 

To discuss such conspiracy theories is to give credence to those theories.Who creates such theories? What is the credibility of Pakistan media and army? Have they solved any crime in last 60 years? Zia? Bhutto? Bangladesh? Why be the defender? Why play in the hands of such people? The only things Pakistan media and army have done in the last 60 years is to mislead and fool 160 million Pakistanis. Pakistanis are gullible and media, army thrive.For example: Pakistan Govt and army know who killed Bhutto but results are classified. Asked Scotland Yards to re-investigate with very limited access and again, results are classified. Now Pakistanis are paying UN millions to re-investigate the murder, but again limited access. Pakistani army will continue to re-investigate, classify and cover up till results are suitable to them.Why defend yourself to such people? Never defend yourself until you are accused with credible evidence.

Pakistani army and ISI are responsible. Mumbai investigations are reaching closer to officials in army and ISI. India and FBI has provided detailed contacts and phone calls between Mumbai masterminds and Pakistan army officials.So, this attack on cricketers is a deliberate attempt to create a smoke-screen so that army officials can hide. If you look at the pattern of attack, the way the attackers escaped, the way Pakistani team was kept away, the way the attackers never went after cricketers or referees, just killed 6-8 people randomly, left behind tons of evidence and 12 attackers smoothly went back on bikes, only one theory stands out: Active collaboration and support from Army, ISI to create an excuse to scuttle Mumbai investigation.Results: Just yesterday, Pakistan announced that it won’t be able to make any further headway on Mumbai and will be diverting resources to Lahore incident.

First of all they expelled Shariefs, did not install Chief justice and on top of all did Lahore attack, just to make a beautifull mess of things so that focus on Mumbai is shifted to other problems. Zardari and company tried to kill many birds with one stone.But question is will India let it go like always. Probably yes, Our beloved congress party is busy in elections, who the hell cares for country, apart of some people writing comments on Reuters blog.

@Punjabiyaar,I have always said the future of Pak is in the hands of its citizens. Since India will never start or give them a war they want to unify Pakistani’s and jihadi’s, Pakistan will continue to slide into chaos and destruction. Military cities like Islamabad will always have some stablity because of the military presence there.Pakistani citizens are going find it hard and harder to emigrate to other countries in Europe, U.S., Canada, UK, Australia, etc. No body wants anymore Pakistani’s in their country. No body wants those from terrorist countries in their country. Immigration will be tightened.I also think it was the goal to ban all kinds of entertainment, I think this included cricket. It was also a way for the Jihadi’s to make a style statement and take away which was most dear to the average Pakistani.This should be the last straw, which breaks the camel’s back so, Paks storm the madrassas and destroy them, in anger and protest against the jihadis.

This is huge chunk. Do you think it is beyond US control? I don;t think so. Also let us not foregt that US is not in the habit of regulating the use of money. This is happening now in bailouts too. There is not tight oversight.My question is this: When a country is living off aid, are there not any restrictions that money is not spent on war planes, assuming that war planes are not part of any anti-terrorism operation. @AmyAs an Indian i too am concerned. War planes are seldom required in anti-terrorist operations. Looks like the US aid is again spent on Pak’s Anit india buildup.More and more i am getting convinced that US/Nato need to rethink their strategy quickly or else they will end up destabilizing the whole region, India included!

Like people in USA or India,people in Pakistan ,have enough clarity of vision it’s their agencies,like CIA,RAW or ISI,which playing in the hands of self-centered,power hungry and myopic leaders like Bush,Indian Gujrat’s C.M, Musharaf or now Zardari in Pakistan who indulge in manipulations and fabrications to save their skins. American media now reveals CIA, admitted of destroying 92 tapes of torturing the accused terrorists.There’s dearth of enlightened leaders,endowed with positive traits like, Obama,Nelson Mandela,late Juinnah and Ghandhi. The humanity at large should aim at ridding itself of biases,prejudices and fixations of all types, to create conducive environment for emergence of right quality of leadership.

In spite of the US badly needing Pakistani support and its access route to Afghanistan, what they have given Pakistan in military aid is nowhere even close to the India’s arsenal, and for very good reasons.Pakistani military is its own enemy. They cannot resist from attacking India (Mumbai), and in so doing they always manage to alarm the US Generals who cut back in terms of technology and firepower at the last minute as insurance. Do you remember F16s paid for by Pakistan were rusting on the runway in the US for the longest time in the 90′s!Even after all these years, the US itself can not trust Pakistan completely even though diplomatically they call it the “most important non-Nato ally”, we all know in reality that ally is not Pakistan but Israel.Another reason the US arms Pakistan is because they want to raise the ente and persuade Indian Generals to procure far superior war planes and military technology than what they have given Pakistan from the US to promote US commerce, and force India to move away from Russian made hardware. Arms sales to foreign nations is a very important part of US GDP.Bottomline, the next major Indo-Pak war will be started by an unwitting Pakistani General. It will be suicidal for Pakistan (India has declared no first use). And it will be a full exchange that will annihilate Pakistan and all of its US military aid along with it.Mathematical models prove India has a very good probability to survive this exchange. Same unfortunately cannot be said of our brothers in Pakistan.I pray this day never arrives because of some “leaders” drunk on power. But as you know prayers sometimes go unanswered. @Nathuram WaghmareNathuram,All U.S. supercomputer war simulations, using both countries most current weapons in hand, assume that Pakistan starts the war first and all simulations, they ran like 7 or 8 of them, all finally end up in a nuclear exchange, as Pakistan becomes overwhelmed and cannot mount a sustained conventional war for too long.In every war simulation, Pakistan is completely annihilated permanently to the point of becoming an unrecoverable society. Although the damage is heavy to India, it always ends in India being a recoverable society. At the end of the day, any way you cut the cheese, the reality is that Pakistan will be would be wiped off the map, in a war between the two.Given this reality, I don’t know why Pakistani’s keep engaging in blind ambition to rule and defeat India, it won’t ever happen.It is best if Pakistani’s engage in more productive endeavors, like getting rid of terrorism and repairing their society. The general advice in saving a drowning person is to go from behind and knock him down if you can or catch his hair so that he will not drown you in his desperation to survive.Pakistan is drowning. All the increased violence, immaturity, anger etc are symptoms of the last ditch attempt to survive as breath is going out. In this situation, it is better to either knock them down (by means of an international effort) or catch them by the hair from behind (I do not know what can be done here) so that the people can be dragged back to safety. India is on Pakistan’s choke hold now as it is too close to the drowning victim and even a small victim can drown a big man in desperation. India should first try to wriggle out of this and keep a safe distance. Then everyone should jump in and try to save the victim. If not, the best thing is to allow the victim to go down, in order to save the others.I see postings on life going on normally in Lahore etc.. These are only temporary states and the reality will hit soon. India should do everything it can to get to a safe distance.

Anup, Nathuram, Amy and Chirkut and all:Sure India should be shrewd in their long term policies. But it is also the overall impact on the region that will spell disaster for the region including India. It is hard to do so with countries like Pakistan whose establishment is dependent on US and Pak citizens are sleeping in ignorance or walking in denial.US and allies achieving success in Afghanistan look remote. Success being elimination of evil Al-Qaida by good US. Evil sure A-Q is, but it is important to challenge the goodness and the intentions of US. Media operates according to the rules made by US. When US says Pakistan is the central front, it becomes central front. If another country says the similar thing, no attention is paid. As Myra said “when the United States says it, then it is different whether we like it or not.” Media, journalists, and all of us concerned will do everyone a great favor by also challenging the intentions of US and allies in the region—just like we challenge the each other’s intentions……After all, it is our region. US intervention in the region during cold war created Al-qaida and Taliban, their intervention now created more terrorists, spread them in Pakistan, destabilized Pakistan. They have not done any promise being fulfilled like“smoking out” OBL (US has become a joke!!!). Yes they pulled out Sadaam Hasan out of a hole—big deal?. Pakistanis will do themselves a great favor by asking critical questions: to their establishment and to US both of which are not letting Pakistan stand on its own feet.Chances of Nuke use by India or Pak are remote. Also, the Mathematical models of survival in case of India-Pak war again are good for academic interests and may just remain theories. To me the most important question (all countries around) is increasing everyday terrorism—happening with US policies, which are not working and appear utterly hopeless. You pick one, US is helping in none of those.I don’t know what Amy’s views are on this.
