US still holds the strongest hand weakening at a rapid pace. It can't throw money at the problem as it used to. Obama will not take any bold step because of his low domestic ratings. He is hoping that Afghans stay low while he seeks 2nd term. It is my gut feeling that parties might have agreed to a ceasefire privately.
