Tattoos are not a buddhist practice, neither are amulets. They are a Thai practice, and they are just one among many of the corruptions of the Thai Sangha (community of monks). These monks probably have very little understanding of the Buddhas teachings, and are more interested in making money by selling fake charms and tattoos.

If the Buddha was still around he would have rebuked these monks very harshly for this practice.
