How can you “Switch from trucks and trains to moving product in ocean containers on barges in the central US?” A barge is not a viable replacement for surface transport. At best barges can only be used with limited logistical benefit by integrating them into the current intermodal mix. An amphibious truck/barge might have some application as a replacement.
