The creation of Homeland Security used a euphemism for a title. In more honest times, it would have been called the Department of the State Security Police. That is what it is. The rest is simply advertising, not substance.

So coordinating with other nation States about policing political dissidents is clearly within their mission. Only the wearers of that fig leaf can detect it anyhow.

Perhaps Janet Napolitano has gone to New Zealand and Australia on a hunch that the 9/11 terrorists came from there. This is 3 years after she belatedly realized they did not in fact come across the Canadian border. Hence, it may have recently dawned on her that they instead came across the very leaky USA-Australia border. (Sarcasm intended.)

I quote from Wikipedia:

"In April 2009 Napolitano, trying to defend her plans to thicken U.S.-Canadian border security, claimed incorrectly that September 11 attack perpetrators entered the United States from Canada. Her comments provoked an angry response from the Canadian ambassador, media, and public.

In response to criticism, she later said, "Nonetheless, to the extent that terrorists have come into our country or suspected or known terrorists have entered our country across a border, it's been across the Canadian border. There are real issues there". Though there has only been one case [in fact, which is] that of Ahmed Ressam an Algerian citizen who was in Canada illegally." End quote.

Why on earth did Obama pick Janet Napolitano for such an important job?

What's the point of this column? Every week it's just a bunch of curmudgeonly questions that could be readily answered with a little shoe leather and investigative reporting. Why the lazy-ass questions with no answers, and comments about, "I wish someone would write a column about . . ." How about being a reporter and writing it yourself?
