The first was during the Clinton presidency. So, the Clinton's did nothing swell in a foreign policy arena. Confirming Hillary as Secretary of State (SOS), will be just that an SOS for the United States. It is possible 9/11 would not have happened had Clinton done his job. Though I am not a particular fan of Hilary Clinton myself, I do not see how using the arugment that she was the first lady is relevant to wether or not she she is qualified to be the Secretary of State.
